Les défis de la gouvernance en Afrique sont en partie dus aux budgets alloués au fonctionnement des institutions, en particulier du gouvernement. À cela s’ajoutent d’autres fonds, notamment les fonds de souveraineté. Nombreux sont ceux qui agissent par patriotisme. Ce discours a parfois servi de justification aux coups d’État. Presque tous pensent que leurs prédécesseurs ont mal géré les affaires, se sont rempli les poches sans se soucier du peuple.
Le cas de la Guinée n’échappe pas à cette tendance. Le pays a en effet tendance à promouvoir la culture de la vindicte populaire, pointant du doigt certains cadres. L’exemple le plus parlant est ce qui se passe actuellement au sein de la Cour de répression des infractions économiques et financières (Crief), l’instrument judiciaire favori des militaires, où des cadres de l’ancien régime sont détenus dans l’attente d’un jugement dont les preuves tardent à venir. Mais beaucoup de cadres ont aussi sincèrement servi la Guinée.
Un autre exemple frappant est la gestion actuelle de la transition, où l’État a du mal à évaluer la rémunération de ses cadres, et à réduire drastiquement les budgets de souveraineté de certaines institutions. Le Sénégal, sous la gouvernance de Diomaye Sonko, envisage même de supprimer des institutions comme le Conseil économique et social et de regrouper des agences étatiques ayant des points communs, afin de rationaliser les dépenses publiques.
Ainsi, je suis à la recherche de ministres patriotes, prêts à être payés à un franc symbolique, pour le bien de la République. Mais il est fort probable que dans le contexte actuel de la gouvernance de Mamadi Doumbouya, il sera difficile d’en trouver.
